VA Certificate of Eligibility and Entitlement FAQs

Helping Veterans Build Wealth

1. Can I qualify for a VA home loan if my Certificate of Eligibility shows zero basic entitlement?

Yes. A zero basic entitlement amount does not necessarily mean you have exhausted your VA home loan benefit. You may still have bonus entitlement available, depending on your previous VA loan usage and restoration history. Your lender can review your COE and calculate whether sufficient entitlement remains for another purchase.

2. What does total entitlement charged to previous VA loans mean on my COE?

This figure represents the entitlement previously used to support VA guaranteed loans that have not yet been restored. It helps lenders determine how much entitlement remains available for another VA transaction. If a previous mortgage has been paid off or the property has been sold, you may qualify to have some or all of that entitlement restored.

3. Why does my Certificate of Eligibility show less entitlement than I expected?

Your COE may reflect entitlement used on a previous VA mortgage, an outstanding VA loan, or an earlier transaction that has not been properly updated. Incorrect loan payoff records or incomplete restoration information may also affect the displayed amount. Review your previous VA loan history and request a correction or restoration if the information is inaccurate.

4. Can I get a VA home loan if I cannot find my original Certificate of Eligibility?

Yes. You do not need to locate your original COE to apply for another one. You can request a replacement through VA.gov or ask your mortgage lender to retrieve it through the VA lender system. The lender can review your current eligibility and entitlement information without requiring the original paper document.

5. What happens if my COE shows an active VA loan that I already paid off?

An outdated loan record may cause your available entitlement to appear lower than it should. You may need to provide documentation showing that the previous VA mortgage was paid in full. Once VA verifies the information and processes the applicable restoration, your updated COE can reflect the corrected entitlement status.

6. Can I request restoration of VA entitlement without selling my current home?

Yes. VA generally permits a one time restoration when the previous VA mortgage has been paid in full, even if you continue to own the property. This option is subject to VA approval and can help eligible Veterans reuse their full entitlement for another qualifying home purchase.

7. Does my Certificate of Eligibility automatically update when I sell my VA financed property?

Not necessarily. Selling the property and paying off the VA mortgage are important steps, but the entitlement restoration may still need to be requested and processed. You or your lender can submit the restoration request and obtain an updated COE to confirm the available entitlement.

8. Can I use the same Certificate of Eligibility for multiple VA home purchases?

You can use your VA home loan benefit more than once, but the entitlement available for each transaction must be evaluated. If previous entitlement remains charged to an outstanding VA loan, you may have partial entitlement rather than full entitlement. Your lender should review your current COE before calculating the financing structure for another purchase.

9. What is the difference between basic entitlement and bonus entitlement on a VA COE?

Basic entitlement is the foundational entitlement amount associated with the VA home loan benefit. Bonus entitlement provides additional guaranty coverage for qualifying loan amounts above the basic entitlement threshold. Together, these figures help determine the guaranty available to support a VA mortgage. The actual amount available depends on prior entitlement usage and applicable loan limits.

10. Can I purchase a home with a VA loan if my COE shows previously used entitlement?

Yes. Previously used entitlement does not automatically prevent another VA home purchase. You may have remaining entitlement available, allowing you to obtain another VA mortgage while retaining an existing property. Depending on the proposed loan amount and available guaranty, a down payment may be required.

11. Why does my COE show that I am eligible but my lender says I need a down payment?

Eligibility and zero down payment qualification are different. Your COE confirms that you qualify for the VA home loan benefit, but previously used entitlement may reduce the guaranty available for another mortgage. If the remaining entitlement does not provide sufficient coverage for the proposed loan, your lender may calculate a required down payment.

12. Can a lender approve my VA mortgage before my COE is issued?

A lender may begin reviewing your credit, income, assets, and property information before the COE is available. However, the lender must establish VA home loan eligibility and verify the applicable entitlement before completing the VA guaranteed transaction. Some lenders can retrieve the COE electronically during the application process.

13. What military documents are required if VA cannot verify my service automatically?

Documentation depends on your military service category. Veterans generally need a DD214 showing their discharge or separation details. Active duty service members typically need a statement of service signed by an authorized military official. National Guard and Reserve applicants may need additional service records depending on their activation history and eligibility category.

14. Can my Certificate of Eligibility be denied even if I served in the military?

Yes. Military service alone does not automatically establish VA home loan eligibility. VA evaluates the applicable service duration, discharge conditions, and other eligibility criteria. If your application is denied, review the reason provided and determine whether additional service documentation or a correction to your records could change the decision.

15. What should I do if my COE contains an incorrect name, service date, or discharge status?

You should request a correction through the VA and provide supporting documentation. Depending on the error, this may include discharge papers, service records, or legal name change documents. An incorrect service record can affect the eligibility determination, so it should be resolved before relying on the COE for a mortgage transaction.

16. Does the COE show whether I am exempt from the VA funding fee?

Your COE may include information indicating whether you are exempt from the VA funding fee. However, the exemption must be verified using your applicable VA records and eligibility status. If your disability compensation status has changed or the COE appears incorrect, ask your lender to verify the exemption before closing.

17. Can I use my COE if I previously had a VA loan that went into foreclosure?

Possibly, but the previous VA loan and any resulting loss to the government may affect your available entitlement. Depending on the circumstances, you may have remaining entitlement or need to resolve an entitlement charge before using the benefit again. Your lender should review your VA loan history and current COE to determine your options.

18. How long does it take to receive an updated VA Certificate of Eligibility?

Processing time depends on whether VA can verify your service and entitlement information automatically or needs additional documentation. Some applications can be issued immediately, while others require manual review. VA currently states an average goal of five business days for contacting COE applicants about their requests. You can also monitor an application through your VA.gov account.

19. Can I obtain a VA Certificate of Eligibility if I am an eligible surviving spouse?

Yes. Certain surviving spouses can qualify for VA home loan benefits under specific eligibility conditions. The required application and supporting documents depend on whether the surviving spouse receives Dependency and Indemnity Compensation and the circumstances of the Veteran's death. VA provides a separate application process for eligible surviving spouses.

20. How can I use my COE to determine whether I qualify for another VA mortgage without a down payment?

Start by reviewing your basic entitlement, total entitlement charged to previous VA loans, and any remaining bonus entitlement shown on your COE. Next, identify the county loan limit applicable to the new property and calculate the available guaranty against the proposed loan amount. Merchants Home Lending can help review these figures and determine whether your remaining entitlement may support another VA mortgage without a down payment.
